Business Licence Types in the UAE Explained

Every UAE licence category explained, with the activities each permits and the approvals required before issuance.

Choosing the wrong licence category is not a minor administrative error. It determines which activities you can invoice, which visas you can sponsor, whether customs codes can be issued, and in some cases whether a bank will onboard you at all.

This guide explains each UAE licence type, who issues it, what it permits and the approvals commonly required, so you can match the category to what your business actually does.

Commercial licence

A commercial licence covers buying and selling goods: general trading, import and export, retail, wholesale, e-commerce goods and distribution. It is the category that supports customs code registration, which any business physically moving goods will need.

General trading is the broadest variant, permitting most non-restricted product categories under a single licence, and typically carries a higher fee than a specific-goods commercial licence.

Professional licence

A professional licence covers services delivered through expertise rather than goods: management consultancy, marketing, IT services, engineering consultancy, design, education services and similar. Regulated professions require attested qualifications and, in some cases, membership of a professional body.

Professional licences generally have lower fees than commercial licences and, on the mainland, can be held as a Sole Establishment or a Civil Company as well as an LLC.

Industrial licence

An industrial licence permits manufacturing, processing, assembly and packaging. It requires suitable industrial premises, approval from the Ministry of Industry and Advanced Technology, and typically municipality, civil defence and environmental clearances.

Because premises must be secured before approval, industrial setups run on a longer timeline — commonly six to twelve weeks — than commercial or professional licences.

Tourism licence

Travel agencies, tour operators, hotel apartments and related activities are licensed under the tourism category with approval from the Department of Economy and Tourism's tourism arm. Bank guarantees and professional indemnity insurance are often required.

E-commerce and freelance permits

E-commerce licences allow selling goods or services online and are offered by both mainland and several free zones. A freelance permit licenses an individual professional to work under their own name in fields such as media, technology, education and consultancy, at a much lower cost than a full company licence.

A freelance permit supports a residence visa in most zones but does not create a separate legal entity, so liability remains personal and it cannot sponsor employees.

Choosing the right category

Map every revenue line you expect in the next two years and check which category each falls under. Where lines cross categories — for example consultancy plus product resale — confirm whether the authority allows both on one licence or whether two licences are needed.

Regulated activities should be identified before paying any fee, because external approval can add weeks and occasionally makes an activity unavailable to your structure.

Changing or adding a licence type

Activities can be added by amendment, but moving between licence categories usually means amending the legal form as well, and in some cases issuing a new licence. Getting this right at formation is materially cheaper than correcting it later.
